If you get the car scanned, it should have a history dtc stored. Get the car scanned and get the DTC. Also whining noise has a lot to do with worn gears inside the transmission not making proper contact.

My 2016 Honda Accord had this blinking D3/03 too. This came up along with check engine light, power steering, traction control, and tire pressure lights. Car went into limp mode and lost power. Pepboys replaced my throttle body and gas pedal. Power came back and car is driving like normal. so far the only problem I have is the blinking D3/03.
