Without crossbow expert, you can indeed dual wield hand crossbow but because of that ammunition property, you wont be able to get more then 1 attack off before having to sheath/drop one crossbow to reload. but i used mine mainly for ranged dmg, went with assassin to lvl 5 and rest into gloomstalker ranger with dual hand crossbows and hes pumping out some good dmg. in act 3 you can get the bes melee weapon for dex users, a rapier that can use a bonus action to hit again if you want to go the other subclass that gives you another bonus action.
