You have to APPLY for margin, you can't just switch. There is an application and an approval process that can take a few days depending on the answers you give.

On robinhood even with a cash account you still would not be able to make more than 3 day trades in a 5 business day rolling period. However, I ran across a couple links and posts saying that if you have a cash account on ToS and less than $25,000 you can still day trade more than 3 times in a five day rolling period.
