Technically you can make a DEX-based melee ranger but one of the strengths of ranger combat-style feats is they ignore the usual DEX pre-reqs for the TWF chain. The obvious Tiefling heritage for a ranger is Motherless: +2 STR/WIS and a free bite attack. There is a very good Ranger Archer companion in the game.It's not too different from how you build any two-hander. You want a CON of at minimum 14, a STR of 17 or higher.
