I live in TX, and mornings aren't necessarily cold and I'm not sure why it's called a 'cold start' but I think I have it with my car (2007 Honda civic eX). The whining noise goes away around 10 mins of driving..Noise sounds like a whining or belt type noise. Sounds sort of like an old turbocharger noise.
