Cranberry Bog events have a chance to drop any random mod including the enclave plasma ones. This includes Cop a Squatter and I believe Census Violence and Distant Thunder. Any of the locations where a mod or plan is a world drop in the Cranberry Bog can have an Enclave Plasma mod. This includes all the BoS outposts.

I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod. The stabilized automatic barrel is a weapon mod for the Enclave plasma gun, laser gun, plasma gun and ultracite laser gun in Fallout 76. It is the opposite for me. Phoenix has never had even one enclave plasma mod in the hundreds of times I've visited. I have 3 or more of every mod other than the flamer barrels, which all came from the watoga station vendor. For whatever reason, he has never dropped a flamer mod. I haven't found any other vendor who carries enclave plasma mods.

That being said, I do know that the enclave flamer mod can be found at the BoS vendor in Whitesprings, can drop from Cop a Squatter, and can be found as a loose mod in the cranberry bog area. If a player sells an item for caps at a vendor, then players behind them can see those items and buy them for a period of time.

Other Enclave mods can be found at Watoga station, but now the flamer mod.
