Flame, on its own, is not much to behold. It has mediocre moves which don't do much damage and it has no escape move. Tomioka is good for its extra move Dead Calm, but that's about it. Water on its own is also a decent option due to its perk to bring back breathing bar levels when landing M1 hits. Its moves are pretty decent and impactful.
