you can't directly kill cyberpsychos. they always go down first before they die, so you acutally have to go out of your way to kill them. you dont need a non lethal weapon, just make sure that you dont accidently hit a second time when the psycho goes down. Bosses never just die even with lethal weapons, just stop hitting when they ding 0%.
