you can restart the phone flings but it looks like you can't restart the one that are dateable in the game. I only restarted one, and that's because the last choice or two effects what photo you get. It was Nina, if memory serves. If you do a hard reset, you can redo the Phone Flings. You won't lose your LTE/DLC/PF girl unlocks or Pinups.

Sad Panda has a reason for the phone flings. Aside from spending diamonds to speed them up, they're not really a monetization mechanism, so I suspect the whole purpose of the phone flings is to get more people engaged with the game and playing it more often.
