You can always get extra hearts with cooking especially durian fruit, radishes and hearty truffle. I recommend he getting at least one stamina vessel at some point in your early game. Most towers (among many other things) can be finished with the starting stamina wheel, but that extra bit makes it much easier.

No. Most people feel that they made it that way so you can make use of the horned statue in Hateno. 3 full circles for the stamina is the maximum, isn't it? I have never gone past 3 full circles.
