It will say on the torque wrench what the range is. Generally a 3/8 torque wrench is not for wheels. Looks like husky makes a 5-80 and 20-100 3/8 so neither would be good for torquing wheels to 100. A 5-80 would be suitable for torquing something between about 15 and 70 ft lbs max and a 20-100 would be suitable for around 35-85 ft lbs.
