So at some point I updated Windows and my ACT overlay was no longer showing up in fullscreen mode. In the game > system config, just switch your resolution to a different one (ex. 1680x1200 (48hz) to 1680x1200 (60hz)).The only important file for how the layout would look like is the resorces/icons folder, and the miniparse.html. Make sure that you are using the right miniparse.html. Check the URL in ACT->plugin tab ->OverlayPlugin.dll tab, and make sure it is linking to the new miniparse.html and not your old one.

Go to your "Allow an app through windows firewall" option and click change settings. Look for something called DFA Assist and delete all mentions of it. Now click "Allow another app" and search for your ACT.exe. I had the same issue after using the auto install microapp for ACT and DFA Assist was causing major confusion with the firewall.

Go to Plugins -> FFXIV Settings, check "Disable Parsing from Network Data". This is easy and results in very slightly worse parsing. Add an exception in Windows Firewall for ACT, and launch ACT as an admin whenever you run it. This is a bit of a hassle but results in very slightly better parsing. 2. launch it before the game.
